I agree with Borys, the first thing a GIS user must
know is the projection and datum of his/her data and
the projection and datum in which he/she wants
to set the project's projection. There cannot be
default projection, the diversity is too high.
I think that the way it is now is the "null option",
it's ok as it is.

I was considering it few days ago and now I think it's not the best way. The
unit is strictly related to the used projection, so I see no sense in
pre-selecting the unit. We should pre-select the whole projection instead.
When you start QGIS, a new empty project is created and it's initially
projected always in WGS-84. Then when you load a layer, you can personalize
QGIS's behaviour related to this layer, but you never can set default
projection of new project. So in my opinion this is the point we should
change. I see two solutions:
1) use the 'Global Default Projection' from the Options dialog as initial
projection of every newly created project
2) provide a skeleton file for newly created project, as it was proposed in
this topic already
