Seems I was wrong - the package does contain r.in.gdal after all.

But you probably have libeay32.dll and ssleay32.dll in your
%WINDIR%\system32 directory.  In that case copying libeay32.dll and
ssleay32.dll from %OSGEO4W_ROOT%\bin to
%OSGEO4W_ROOT%\apps\grass\grass-6.4.0rc2\bin (or svn instead of rc2 for
the old package) should help.

I'm not sure how to fix that permanently yet.  %WINDIR%\system32 seems
to come first in any case.
