Excellent!  I think QGIS can very well do this.  The ingredients are available.

-  use the overview map widget to view the data (vector and raster)
-  evis plugin for other data such as geocoded photos, non-geocoded
paper maps, poster maps, etc.
-  metadata plugin for metadata viewing or a new widget to design the
graphical forms from a shapefile index attribute table
