and there is Martin Dobias' Postgis-manager plugin - which is quite close
to a catalogue browser in my opinion, but specialized for Postgis. It
would have to add the search issues and support for other data formats.

I also think that many components for a catalogue browser and viewer are
already existing. At least 4-5 existing plugins do something along the
lines, partially overlapping: the plugins listed below plus the Postgis
manager plugin. One would have to join efforts of the various plugin
authors to create something more generally usable and compatible.

> -  evis plugin for other data such as geocoded photos, non-geocoded
> paper maps, poster maps, etc.
> -  metadata plugin for metadata viewing or a new widget to design the
> graphical forms from a shapefile index attribute table
