I've got a windows virtual machine running QGIS, I could try to keep
lowering the resources till it stops. However my suspicion on a windows
box, if you can run Win XP(or 2000) you can run QGIS, there are no other
requirements. Since we don't rely on directx or other fancy graphics
stuff and we don't load massive amounts of application into RAM it's
real barebones.

I guess the other way to put it - who's running QGIS on a netbook?
One student at I seminar some months ago had 1.3 running fairly well on a netbook. (Except for the problem of un-resizable windows)
I would prefer to find the minimum recommended for reasonable experience
since as I stated above simply being able to run the OS is basically
enough to run QGIS.
