For the "Who to talk with", try
http://osgeo-org.1560.x6.nabble.com/GDAL-Dev-f3742093.html which is the
GDAL developers list.
What is your usage scenario ? For "read-only" work, QGIS is - function
wise - a drop-in replacement for MapInfo. For read/write work, you might
consider using a data format, for example Postgis/Postgresql, that can
be edited by both MapInfo and QGIS.

Sponsoring that development within GDAL/OGR is a very good idea.

Maybe the library will be extended to allow editing TAB-files in future.
It would make things much more easier for me, since I can't really get
rid of TAB-files yet.
We're currently evaluating QGIS as a partial replacement for MI and would
potentially be interested in such sponsorship. Questions I have are the
regular type - how much, how long, who to talk to?
