How big is the data file? What does it contain? Maybe try with some very simple data. Create a new point shapefile, with just 2 or 3 columns, and try the "Save As..." to CSV. If that works, then perhaps it's something in your data.

Works here, on Wheezy, QGIS 1.8. Check your column names for >10 characters, non-ascii characters, etc. Also, be sure that there are no spaces or non-ascii characters in the whole path to the shapefile.
