That issue says that the .qgis2 folder has incorrectly set permissions. The work-around in the ticket says delete the .qgis2 folder first; then run qgis from the command line. This should recreate .qgis2 with proper permissions. Another way to tell if it worked, is that you'll have to reinstall your plugins. -ramon.
