That issue says that the .qgis2 folder has incorrectly set permissions.

The work-around in the ticket says delete the .qgis2 folder first;
then run qgis from the command line.
This should recreate .qgis2 with proper permissions.

Another way to tell if it worked, is that you'll have to reinstall your plugins.

You could rename .qgis2 to something else and get the same effect.
