Hi Patricio, I don't know a plugin doing what you need... similar plugin are QConsolidate and PortableProject. None of them save the project in a DB, but they can be upgraded to do what you want.
I should notice that QConsolidate is done by Alex Bruy that is one of the most active QGIS hacker... so if you need a customization is simple to do the right choice.
