What I'm looking for is something like the ability to save the layer
styles from properties of the layer .
I'll keep looking .... or I'll have to learn to program ;-)

I don't know a plugin doing what you need... similar plugin are
QConsolidate and PortableProject. None of them save the project in a
DB, but they can be upgraded to do what you want.
I should notice that QConsolidate is done by Alex Bruy that is one of
the most active QGIS hacker... so if you need a customization is
simple to do the right choice. For other customizations you can ask to
me ;)

Estoy buscando, si lo hay, un plugin para gestionar proyectos en QGIS. La
idea es guardar los archivos qgs en una base de datos (PostGIS o SpatiaLite
o no geográfica). Por ejemplo , al iniciar QGIS , se podría abrir el
proyecto de QGIS desde la tabla de la base de datos y cargar uno . Del mismo
modo, se podría guardar un nuevo proyecto creado.
