I have no issues when I only scroll slowly and to the next available level, it is when I scroll right into or out of an area that it seems to crash, so I don't believe it is a network issue?

I know in past versions you were not able to scroll into levels before the next level had been rendered, something we might need to look at going back to if there is a problem with scrolling in and out similar to web maps.
