does work if you connect through WMTS (WMS/WMTS connection).
QuickMapServices is a different technology and doesn't seem to
support the tile scale panel yet.
QuickMap Services delivers TMS, not WMTS. You might use the Tile Map
Scale plugin if you want full resolution of TMS tiles.
I don't know if TMS tiles are being cached in QGIS.
A working example for WMTS is
http://wmts.geo.admin.ch/1.0.0/WMTSCapabilities.xml
The slider works with that, although I see no map content from the service.
