QT is a framework not only GUI library and qgis server, that use qgis
libs, is heavely based on QT, so you need it!

the simpler solution is to run qgi server in a docker container;

e.g.
https://github.com/kartoza/docker-qgis-server
or
https://github.com/elpaso/qgis-server-docker
