Hi,

Try with a simple vector file to see if the problem comes from there.  When you 
say "reset" do you mean you formated the hard drive and reinstalled windows?  
If not, then you could have a conflict between old version of Qgis and the new 
one.  I would look on the net on how to do a complete uninstall of Qgis erasing 
registry keys and all plugin folders (.qgis) for all users on your computer.  
If that is not it, give us more info on the file format you are using.
