with it come the "research tools" with which you can define vector grids
(not rotated though afaict):
"Vector grid - Generate a line or polygon grid based on user-specified grid
spacing."
The ftools plugin has been replaced by some processing algorithms since
QGIS 2.16. The functions are still available in the vector menu, but
lacking the needed rotation. The MMQGIS plugin offers a similar tool.
As a workaround, you can create a local omerc projection, as mentioned
in
