Hi,

Qgis works well with 4GB of memory on windows 7-64 for simple projects.  If 
possible, I would have more that one VM that would be configured with each 4GB 
of ram and limit 1 user at a time per VM.  If your server can handle the load, 
that would be the best way to go it think.
