Hi,

Did you manually remove all .qgis2 folders for all the users in the computers? 
If you have have 3 users , you have 3 .qgis2 folders.  Did you destroy the 
registry keys? 

You talk about a full uninstall, what procedure did you use? You must have 
something lying around giving you problems.
