You might as well try some of the workarounds in ticket https://issues.qgis.org/issues/16386


That worked, thanks Andre:
I purged all the qgis and grass packages, changed the sources.list file to use *only* the qgis.org/debian repo, then I got qgis 2.18.11 and grass 7.0.3. And the grass plugin appears in qgis.

Until new, coordinated ubuntugis packages come out...
