Try this:

Go to the view menu at the top -> Preview mode -> and make sure that is set to Normal and not Grayscale.

However, now ALL of my base map layers are showing up in black and white, or a graduated scale of black and white.   I’ve reviewed the options, but don’t see anything that allows me to see a “normal” street map view.
