Not sure really, but as it seems Google is using the "only labels" approach, and even in other systems where people are building folder-like stuff like in RememberTheMilk, there are some mandatory folders, but for "real use" like e.g. implementing GettingThingsDone people tend to use only tags and do Smart Folders instead to reflect a subset of often used/ desired searches as folders, e.g. http://www.rememberthemilk.com/forums/tips/2943/ Would be interesting to hear from people using more "conventional" mail systems with SmartFolders options, like maybe Thunderbird or AppleMail? There you could view the different filter attributes as tags and the question would be how useful and well used SmartFolders/Searches are in the context of a "don't tweak the system to do something completely different" context e.g. just mail.
