Good question. The deployment-time added Concerns and SideEffects are added in order, outside the Composite ones. So, when the call is made, the method in the deploy-time Concerns will be entered first, and the deploy-time SideEffects are those that are executed last. The last deploy-time Concern will exit before the first Composite-declared SideEffect is executed.
