Don't use debian, but I would have looked for this setting in a file called slapd.conf, not ldap.conf? I think ldap.conf is for the client side, not the server bit. There is also a per-directory limit, which I would have looked for as a "limits" keyword in slapd,conf. Don't know it this helps you any, though.
