As regards Perfection, here is the last I heard from Freddy:

He has no objection to releasing an update which is intended to 
improve compatibility with recent QL systems. He is unlikely to 
approve an update which adds new commands or functionalities.

I take that to mean that David and others can release their updates 
provided they comply with the above.
