Actually there's mandatory earth in every socket installed/sold in the
US.
That is the third hole underneath the two "blade" style slots.
For reference: Wide "Slot" = Neutral, Narrow "Slot" = Live, Round Hole:
Earth. Also on US two conductor power cables.

Smooth jacket = Live / Ribbed jacket = Neutral

Very few in any of the old sockets I have seen.
It is not universal 'in the field' I think.

The law is recent I thing. I have only visited old houses, and I did not
notice what you had in your house.
