Indeed it could.  Corrosion is likely on the exposed areas, and this 
chip gets pretty hot, so can migrate.
It is worth cleaning legs of the chip (hard rubber), checking pins are 
striaght, and then removing/replacing a number of times.

I assume J1 (expansion connector) pins are OK?

If it is the original membrane be *very* careful. Tails will break 
easily.  I bet when (if) it starts up, some keys will not work!
