I suppose you are not talking about
qdtinst.bas
QDTINST.zip
unzip
but about the filenames when qdtinst_bas is running.
Could it be that you are trying to install 'QDT' too deeply (directory's 
name too long)?
I installed QDT in DEV1_QDT_ (my WIN2_QDT_ ). 
    (I don't use win1_ ).
The longest filenames I found in QDT are:
DEV1_QDT_DOC_qdtquickstartGuide_txt
DEV1_QDT_BINORG_defIconMngr_exe

They don't exceed the length of a filename in our 'filing system'.
