The reason that TTL levels are used is that this sort of module is designed to drop into an embedded board and connect directly to a CPU. It would be silly to have to convert to +-12V and back again. The same applies to other modules such as modems, bluetooth and GPS etc.

The only obvious silly aspect of the hardware design is that there is serial but no RS232 voltages.
