I wouldn't do it, because there is no guarantee of uniqueness. You can never plug your device into a network and just be sure you have no trouble. If really no controller with registered MAC is suitable, I would proably use cheaps EEPROM with registered MAC from Maxim oder Dallas to obtain unique addresses. I have never heard of a hardware supplier who used locally administered MAC address space, and this must have reasons. On the other hand, I might be a little overcautious from too many years of hardware development :-) If you document your scheme well, and make sure that people understand the pitfalls, you might have luck.
