My understanding from one of the people who negotiated with Jan Jones on behalf of Quanta was that the negotiation was quite difficult. Permission for the reprints was only obtained subject to strict conditions, one of which was that under no circumstances were her contact details to be disclosed.

Quanta kept to these conditions and also paid any royalties. For that reason I think Quanta is the best contact body.

Also be careful with OCR-ing. You will need to be able to produce a searchable pdf or similar,
