I am not aware of any 720K bug in windows PCs but I am aware that 720K formatted HD disks can cause problems on Intel PCs running DOS or Windows and it's actually a combination of factors: the controller used, drive and how bioses are interpreting the drives and last but not least the quality of the disk used.
