Uh, it's not the binary version which makes the difference, it's the manual :-( Even selling just JMON on is own in English would not help, as you can't use JMON for system debugging like you can do with QMON, as it is job-based and expects a kind of working system ... not exactly what you may have if you modify the OS and run into problems, which you want to debug. I fully see the point here, and I think QMON could also be very handy (if not necessary) ... what sort of other debugger do we have with similar features?
