I don't have my Trump Card handy, but I seem to recall that *it* might have been laid out with the two significant chips NOT oriented in the same direction! 
 
Have you inspected the handiwork of the person who is having trouble with the replacement ROM?

I can always refund you for the ROM if you like, maybe the trump card is a version that is incompatible with Level 2 - I know there were several versions of Trump card.
