Did you try the 'GeoAtlas_2008' layer - it seems to give an adaptive result, depending upon the zoom factor? Maybe you can use the attached file as starting point. I actually wrote a Perl script which tries to automatically construct the XML file (like the attached one) from the GetCapabilities response, but I have no clue how to calculate proper values for the size values, so I always have to tweak them manually.
