Right, this is the case. It's not a problem of map2rmap. It's a design flaw in 
the RMAP 
format. The map is referenced by 3-4 points. Those points are used for all 
tiles and all 
levels. Consequently a map area must include all tiles. Even those without a 
map 
content. And all levels must have the same bounding box. 

Because of these flaws even CompeGPS does not sell single file maps. Due to the 
used 
64 bit offsets it would be possible, but because of theses flaws they have to 
put the map 
and the overview maps into single files. An as most countries are not 
rectangular, they 
have to partition a map into several sub-rectangles. TwoNav uses a XML file to 
combine 
all these files into a single map set.
