I can't reproduce that. I moved the track points of a whole track section one by one and everything works as expected.
 
The only reasons I can think of are:
 
1) Your mouse sends has a noisy position. By that the position can move by a pixel between mouse press and release event. This is detected as a map move operation.
 
2) You accidently move the mouse while pressing the button.

I upgraded to version 1.7.2.
First on linux I had noticed a difference in the handling of the trackpoint, like difficulty hooking points for the move.
Today I updated the windows system and I found the same difference.
I can not explain better.
They select a track
Active "track edit points"
Click on a point and drag.
All right
But using in repetition I find that the coupling times are different from before.
Sometimes I have to repeat the click, before you can move the point!
