We've been over this. PROJ isn't a full fledged CMake project, downstream projects can't rely on the CMake bits being installed until it is. Until then they need to include a FindPROJ.cmake for systems where PROJ is built with autotools. Based on the upstream issue [0] PROJ isn't going to drop the autotools buildsystem at least until PROJ 9, which isn't expected before 2022.
