That's a design failure IMHO. It's up to the program doing the actual
delivery to create a Maildir/Mailbox/whatever if nonexistant.

Fix maildrop...
Maildrop is GPLed, isn't it? Would creating a MDA based on it reading
its conf and filter stuff from LDAP a cool project?
