Does this mean that the maildir *should* be created when a message is 
delivered to it? Because this is not happening for me. The maildir is only 
created when the user attempts a pop/imap login.

I dont have this issue, because the only program deliveries i have set up is 
to use maildrop for spam enabled users, but by the time they have set it up, 
they have logged in and the maildir is created.
