Acctually this is not easy possible as qmail-quotawarn does a direct delivery to the mailbox, so it is not possible to forward the mail to a postmaster. IMO it is better to have a cronjob looking for either QUOTA_WARNING* files or doing some magic with maildirsize. The good side-effect is that you get a listing of user that have a warning or hit the limit and not a mail from each user that triggers the QUOTA_WARNING* level.
