I think the best way is to set the QMAILQUEUE var in your tcp.smtp file like :
xxx.xxx.xxx.xxx.:allow,RELAYCLIENT="",QMAILQUEUE="/var/qmail/bin/qmail-queue" :allow,QMAILQUEUE="/var/qmail/bin/qmail-scanner-queue.pl" ### LAST LINE or something similar , so your qmail put the mails in qmail-scanner only for address that are not allowed to relay (incoming mails).
