Don't do this, as you lose the benefits. Instead open vpopmail.c in your editor and add QMAILQUEUE=/path/to/qmail-scanner.pl to the line that writes the open-smtp file (Hint: search for RELAYCLIENT). Recompile.
Doing this, roaming users get QMAILQUEUE set correctly.
But, I understand that the benefit of using tcp.smtp is that you can specify different QMAILQUEUE to different IPs. If you put QMAILQUE var on the "C" code you lose this feautre (at least, every roamming user will have the same QMAILQUEUE).
Adding QMAILQUEUE to vpopmail.c sets this variable for every roaming user (and only those). This is in addition to what you say in tcp.smtp.
Yes, I know.
When you set QMAILQUEUE in your smtp startup file, you set the variable
globally. So you lose the ability to specify diffent QMAILQUEUE values
for different IPs.
I know, I know
Do you really want to scan for localhost?
Yes, In fact our webmail uses "localhost".
But, On the other hand, the problem I mention is another I copy it again:
On the other hand, I prefer to edit a shell script like "run" of qmail than a C code and recompile on a running system. Even more if I have problems (like I have had) and I have the changes to go back.
Well, the hack is not very complicated. You can check ~vpopmail/etc/open-smtp after the change and will see if it works.
If you understand how tcp.smtp works you will immediately see if everything works like it should. And, you still can test this on a dev machine. I mean the same dev machine you are testing new versions of vpopmail and qmail-scanner.
Yes I tested it, but the problem, as I mention, is another. I copy it again:

I'm experiencing some new problems with QS (qmail + clamav + qmail-qfilter + spamassassin on FreeBSD).
It seems to works fine with local mails, but mail which comes from outside (other servers) never arrives and there is no error to the sender or anything.
If I put off QS (changing QMAILQUEUE var. on the run script of qmail) it seems to works fine (every mail from inside or outside arrives ok).
