The major problem here is that there isn't a standard. Or rather, there is,
but nobody is using it. Is this because the standard is unsatisfactory? Or
just because people are lazy? Or that they don't know about it? (And I am
not talking about OS distributors only, I am also talking about people who
write their own software and distribute it in source form.)
