how to deal with mail over quota limit

What is the normal policy for handling email that goes
over a users quota?

Is the mail normally bounced back to the sender, just dropped
or something else?

I'm looking at adding user quota's to vchkpw, which uses a single
/etc/passwd user for all pop mail accounts.
