My intuition is that it would be difficult to get people to go along
with that, especially since the break character is in the uninterpreted
local mailbox part of the address.

So, we invent a new kind of URL:

        verp://cse.psu.edu/schwartz/qmail/....

In fact, to save typing you could write it as:

        cse.psu.edu!schwartz!qmail!...
