When qmail is searching for a .qmail filename, it smashes all the
letters to lowercase.  Therefore, the above cannot work.  It must be:

    echo ABC > .qmail-dec

What error?  Multiple errors are possible.  Unless you tell us what
actually happened, we cannot help you.
