I got this back for a bounced bounce:

Is there a way to get qmail to not give up on such messages?
Can it be done by configuration or does this require a hack?

In cases of exceeding quota, I want outgoing mail to keep trying
for just as long as it would in cases of not being able to reach
the mail host at all.

Yes, I want the mail servers of businesses that host spammers to
have their mail servers persistently bounded on for days from all
the various places the spammer spewed their filth.  They can junk
sink hole the box to stop it.
