Make that "/etc/tcprules.d/qmail-smtpd.cdb" or such.

The cleartext tcp rules file must be compiled into cdb format by 
"tcprules" command - like
"cd /etc/tcprules.d; tcprules qmail-smtpd.cdb tmp <qmail-smtpd"
