This error usually refers to the fact that the port it is trying to use to
serve on is already taken. In your tcpserver line, you tell it to use port
pop3. First, make sure that this port is listed in /etc/services. By default
in RedHat, pop-3 and pop-2 are listed, but not pop3. Either add the pop3
entry (it is a tcp port), or change the tcpserver startup line to say pop-3
instead.

Also, check /etc/inetd.conf and ensure the the default pop3 (in.pop3d)
daemon is not running, because this will steal port 110.
