In your tcpserver line, you tell it to use port pop3. First, make sure that this port is listed in /etc/services. By default in RedHat, pop-3 and pop-2 are listed, but not pop3. Either add the pop3 entry (it is a tcp port), or change the tcpserver startup line to say pop-3 instead. Also, check /etc/inetd.conf and ensure the the default pop3 (in.pop3d) daemon is not running, because this will steal port 110.
