qmailctl wouldn't start qmail

hello

when i run qmailctl (the one i took from lifewithqmail) i get this

Starting qmail
qmail-send service not running
qmail-smtpd service not running

i went through lifewithqmail site again and i followed every single step 
  as they said, anyone have any ideas?
