Yes, The Qmail/Courier/SqMail + Vpop is very popular and works well. There 
are SquirrelMail plugins to allow the user to change passwords, and there 
is one specifically for Vpop users. You should check the SquirrelMail 
website. (www.squirrelmail.org) There is also a Qmail/Courier/SqMail/Vpop 
How-to by the author of the plugins, you can get it from the SqMail website 
and also from the qmail.org website (near the bottom).

I run it on a very small (hobby) site, so I can't comment from personal 
experience, but I do know from the Squirrelmail mailing list that some very 
large companies use it as their primary mail system, and others just as 
their webmail system. I believe using the Zend Optimizer helps quite a bit, 
but I haven't found the speed of SM to be an issue.

I recommend you join the SqMail mailing list, they are very supportive and 
helpful.
